Created Issue: Problem when I parse the file below. [14310]

In my code when the ParseMessage method executes on the file below and generates a MailMessage object, the To property is not being set correctly.
Instead the CC property is set and I'm not sure why. The eml file doesn't contain a CC field.
Any ideas?
