I expected the MimeParser.dll assembly to be signed with a strong name key file so that it can be referenced from a strong name key file signed assembly.

I don't think anything is happening with this project any more. Therefore I recommend you download the source code and use your own strong name key file, build and then reference it - if you haven't already done so.
